REGO 11 JUL IF!
Public Works Department,
336
Hongkong, 27th April, 1916.
I have the honour to request that you will kindly consider my attached applications addressed to the Honourable
Director of Public Works for promotion to the rank of lat.
Class Overseer in the Waterworks department.
As there are only a certain mumber of 1st Class
appointments allowed in the Waterworks department, it is im
possible for the Honourable Director of Public Works to re-
commend my promotion until a vacancy arises, there being none
at present, and not likely to be for a considerable time.
Therefore, although other overseers in the Waterworks depart-
ment have received promotion in three years, I shall have to
wait a long time merely because there is no vacancy.
Thore
is no difference between the duties of 1st and 2nd Class over-
seers, and 1 bag to point out that it is an anomaly that an
overseer abould have to wait for a vacancy to step into a
position which is no more responsible than his present one.
I place this petition before you in the hope that some alteration in this necessity of waiting for a vacancy
may be made, ao that it may be possible for overseers to have
an equal chance of promotion.
My chief reason for requesting this, is that my pre-
sent salary is insufficient to meet the increased cost of living
in the Colony.
I have the honour to be,
Sir,
The Right Honourable
Your meat obedient servent,
6. J. Facch
The Secretary of State for the Colonies.
